Delegacias de Picos estão proibidas de receber presos

A partir desta terça-feira, todas as pessoas presas no município de Picos serão encaminhadas diretamente à Penitenciária José de Deus Barros naquela cidade e não mais para os xadrezes das delegacias da cidade como acontece até hoje. A decisão está causando muita preocupação no sistema prisional do Estado porque o presídio José de Deus Barros, com capacidade para 145 detentos já se encontra com mais de 400 presos tornando-o superlotado.
A informação foi passada na manhã de domingo ao presidente da Associação Geral do Pessoal Penitenciário do Estado do Piauí (Agepen-PI), Marcelo Cardoso. Marcelo recebeu informações de um agente penitenciário lotado na unidade prisional, a cerca de 310 Km de Teresina. Segundo ele, o comunicado foi feito pelo delegado de polícia Divanilson Sena de Oliveira, que comunicou à direção do presídio, informando que a determinação e do Juiz de Execuções Penais da comarca daquela cidade.
“A medida causa grande preocupação para os servidores penitenciários daquela unidade, pois aquele estabelecimento penal não tem a mínima condição de receber mais presos do que os já existentes”, afirmou Marcelo Cardoso.
Segundo ele, é urgente a necessidade de construção de um novo presídio naquela cidade, sobretudo destinado a presos em regime de segurança máxima, bem como a realização imediata de um concurso público para agentes penitenciários e demais cargos que o estatuto do pessoal penitenciário garante.
“Essas medidas são as únicas formas de se evitar uma tragédia no Sistema Penitenciário. O improviso e a irresponsabilidade dos administradores ao longo dos anos tornam o sistema penitenciário um depósito de seres humanos e aumenta violentamente o estresse dos profissionais que laboram no sistema”, argumenta ele.
Outro problema denunciado por Marcelo Cardoso é a falta de agentes em Picos, o que colabora para o presídio se tornar um verdadeiro barril de pólvora. O estabelecimento penal conta hoje com cerca de 4 ou 5, podendo chegar até no máximo 6 agentes penitenciários por plantão para realizar as diversas atividades que fazem parte da rotina do presídio, tais como alimentação dos presos, visitas dos familiares, atendimento a advogados, oficiais de justiça, escoltas de presos a audiências e ainda aqueles imprevistos como escolta de presos doentes/internado no hospital público da cidade, relata o entidade classista Marcelo Cardoso.
Com isso, aumenta o risco de morte destes profissionais que se submetem a fazer escoltas de dois a três presos por um único agente. As escoltas devem ser feitas sempre em número superior ao número de quem está escoltando, só assim poderá ser garantida a segurança de quem escolta e de quem está sendo escoltado. A medida adotada representa um absurdo e eleva a gravidade com o sistema prisional.
“Reafirmamos que a medida deve ser revista com urgência e sanado os problemas existentes nas unidades como superlotação e carência de Profissionais por meio de concurso Público e não seu agravamento. Não se resolve o problema das delegacias causando agravando ainda mais os problemas do sistema prisional”, finalizou Marcelo.
