Picos possui menores índices de vulnerabilidade social
A cidades de Picos e Floriano apresentaram em 2010 os melhores indicadores sociais do Piauí, superando a capital Teresina, segundo Atlas divulgado nesta quarta-feira (2) pelo Instituto de Pesquisa Econômica Aplicada (IPEA). A capital apresentava o menor Índice de Vulnerabilidade Social (IVS) do país em 2000 e, apesar da redução dos números em 10 anos, foi ultrapassada pelos dois municípios.
A pesquisa é feita com base nos índices de infraestrutura urbana, capital humano e renda e trabalho em cada município brasileiro divulgados pelo Instituto Brasileiro de Geografia e Estatística (IBGE). O índice vai de 0 a 1, considerando melhor resultado aquele mais baixo, que indica menor incidência de casos indesejados – como mortalidade infantil, desemprego e esgoto sem tratamento.
No ano 2000, o IVS de Teresina era de 0,406 e em dez anos caiu para 0,288. Já os municípios de Floriano e Picos, que em 2000 apresentaram índices de 0,436 e 0,443, reduziram para 0,284 e 0,286 respectivamente.
Dentre as cidades com piores desempenhos, o município de Ilha Grande foi o pior do Piauí no ano 2000, com IVS de 0,756. O município ocupou a 96ª posição no país. Já em 2010, Lagoa do Barro ocupou a pior colocação estadual, com índice de 0,682 e em 59º lugar do Brasil.
O Piauí em 2010 apresentou índice de 0,403 e em 2000 o IVS era de 0,551. No Brasil, O Brasil saiu de 0,440 para 0,320.
Aspectos observados
Dentre as três áreas observadas, a de infraestrutura observa a presença de redes de abastecimento de água, de serviços de esgotamento sanitário e coleta de lixo no território, bem como o indicador do tempo gasto no deslocamento entre a moradia e o local de trabalho pela população.
Cidade de Picos
Quanto ao capital humano, a pesquisa analisou a qualidade da saúde e da educação. Foram adotados indicadores de mortalidade infantil; da presença, nos domicílios, de crianças e jovens que não frequentam a escola; de mães precoces, e de mães chefes de família, com baixa escolaridade e filhos menores; da ocorrência de baixa escolaridade entre os adultos do domicílio; e da presença de jovens que não trabalham e não estudam.
No quesito renda e trabalho foi analisado não apenas o rendimento médio dos indivíduos, mas também a desocupação de adultos; a ocupação informal de adultos pouco escolarizados; a dependência com relação à renda de pessoas idosas; assim como a presença de trabalho infantil.
