Programa levará água potável a mais de 1.300 famílias do Semiárido
Mais de 1.300 famílias piauienses residentes em comunidades rurais no Semiárido terão acesso à água potável até o ano que vem. O benefício chegará por meio do programa Água Doce, uma ação do Governo Federal coordenada pela Secretaria de Recursos Hídricos e Ambiente Urbano do Ministério do Meio Ambiente. O programa visa ao estabelecimento de uma política pública permanente de acesso à água de boa qualidade para o consumo humano, por meio de sistemas de dessalinização ambiental e socialmente sustentáveis para atender, prioritariamente, as populações de baixa renda em comunidades difusas do Semiárido.
Técnicos estão percorrendo municípios e elaborando diagnósticos que nortearão o plano de ação. O objetivo é identificar as comunidades que se encaixam no perfil do programa. Ter mais de 20 famílias no povoado e um poço com vazão mínima de 5 mil litros/hora são dois dos principais critérios. Campo Alegre do Fidalgo, Curral Novo, Betânia e Acauã lideram o ranking Índice de Criticidade de Acesso à Água (IACC) e são considerados municípios prioritários.
O programa é coordenado pelo Instituto de Assistência e Extensão Rural (Emater). Segundo o diretor-geral do órgão, Marcos Oliveira, a etapa de diagnóstico encerra no próximo mês. Ainda no segundo semestre, os primeiros sistemas de dessalinização devem ser implantados. “É uma política permanente que não concorre com outras, como a de cisternas. Os sistemas pertencem às comunidades e serão gerenciados por elas” explica o diretor.
No primeiro momento, 67 comunidades serão contempladas, beneficiando diretamente pelo menos 6 mil pessoas. Os equipamentos serão adquiridos por meio de licitação. O Ministério do Meio Ambiente disponibilizou cerca de R$ 7 milhões para o Água Doce no Piauí. O governador Wellington Dias autorizou a liberação de contrapartida no valor de R$ 870 mil.
Por determinação do governador, o Emater articula uma parceria com a Uespi, UFPI e Secretaria Estadual da Educação (Seduc), com o objetivo de capacitar, por meio do Programa Nacional de Acesso ao Ensino Técnico e Emprego (Pronatec), pessoas das próprias comunidades para realizar manutenção nos equipamentos.
Outro propósito do Emater é possibilitar geração de renda através da água purificada. “Juntamente com a água, queremos deixar condições favoráveis para a criação de peixes, aves e caprinos, além do cultivo de hortaliças e frutas para subsistência e, quem sabe, para geração de renda também para aquelas famílias”, finaliza Marcos Oliveira.
