Senado aprova cobrança de ISS sobre Netflix e Spotify
Um projeto de lei aprovado pelo Senado Federal na última quarta-feira (14) amplia a lista de serviços tributados com o Imposto Sobre Serviços de Qualquer Natureza (ISS). Agora, todos os serviços de streaming de áudio e vídeo, como Netflix e Spotify, terão de pagar 2% de alíquota do imposto.
Além dos serviços já citados, também serão afetados o Deezer, HBO Go e o Amazon Prime Video, que foi lançado nesta semana. O texto fala na incidência do imposto na “disponibilização, sem cessão definitiva, de conteúdos de áudio, vídeo, imagem e texto por meio da internet”. Agora, a proposta vai seguir para a sanção presidencial.
A proposta também fala na incidência de ISS em serviços como aplicação de piercings e tatuagens, reflorestamento, guincho, vigilância, transporte intermunicipal de cadáveres, cessão de uso de espaço em cemitérios, transporte coletivo de passageiros e inserção de textos e desenhos de propaganda em qualquer meio.

Um dos objetivos da proposta é solucionar a guerra fiscal entre municípios, determinando a qual cidade cabe recolher o ISS em serviços específicos, como operações com cartão de crédito ou débito, arrendamento mercantil e planos de saúde e de assistência de medicina veterinária.
